‘문화와 관광’을 풀어 쓴다면 ‘영생문화와 아우라(aura)관광’이라고 말하고 싶다.
세종시 갈매로 388에 청사를 둔 ‘문화체육관광부’의 전신은 서울특별시 세종로 82의 1 번지에 청사를 두었던 ‘문화관광부’다. 문화관광부는 1998년 개정된 정부조직법에 따라 국정홍보처 등의 명칭에서 변경되어 십 년가량 지속하다가 지금의 ‘문화체육관광부’로 되었다.
명칭이 자주 바뀌다 보니 일반 국민은 체육과 관광의 순서를 혼동하기도 하고 약자로 쓸 때도 문화부, 문체부, 문광부 등으로 혼용도 한다. 시대적 요청에 따라 행정부처의 이름이 바뀌는 것은 항용 있는 일이지만 체육이나 관광은 문화에 속한다고 볼 수도 있기에 문화부라고 단출하게 물러도 무리는 없겠다.
‘문화’에 관한 정의는 여러 가지로 내려져 있지만 나는 T.S.엘리어트의 정의가 마음에 든다. 엘리어트는 아놀드식의 ‘개인적인 완성’이 아니고 ‘삶의 방식’, ‘삶을 살만한 가치가 있게 해 주는 것’으로 포괄적으로 정의하고 있다. 과연 문화는 그 자체를 목적으로 할 수 없고 학문이나 예술 등의 활동을 통해서 형성되는 기류 같은 것이다. 그 속에 있으면 부지불식간에 호흡하게 되는 공기와 같은 것이 문화일진데, 체육활동을 하면서 친근감, 동료애를 느끼는 것도 곧 문화가 된다. 체육활동을 건강을 위한 운동에만 의미를 둔다면 그것은 보건복지부로 옮겨가도 무방할 것이다 .
영어의 문화(culture)는 그 어원이 ‘경작’인데 반하여 한자의 문화(文化)는 ‘글(文)로써 사람 (人)을 교화(비수匕, 양심을 자극하는 비수)한다’는 의미가 있다. 글은 책이며 책 중의 책으로 가장 많이 읽히는 책은 성경과 불경 등의 제 경전이다. 그렇게 생각하니 경전 속 구세주(구세진인, 미륵, 초인)를 기다리며 그가 불로불사의 시대를 열고 지상천국을 건설해 주기를 희구(希求)하는 많은 종교인들의 비원(秘願)이 문화의 주된 내용이 된다는 데에 생각이 미치기도 한다 .
이에서 발전시켜 볼 때 문화의 진정한 의미는 ‘구세주가 출현하여 죽을 생각 밖에 할 줄 모르는 인간들의 생각을 바꾸어 죽지 않을 수도 있다는 생각을 하게 하고 그리하여 생활을 바꾸고 죽지 않을 몸으로 바꾸어 종래는 불사영생하게 하는 것’ 이라고 말할 수 있다 .
문화란 밝고 맑고 순수해야 하며 우리에게 행복과 평화를 주는 것이어야 한다. 과거에는 사(死)를 찬미하는 시인도 많았지만 백세 시대가 도래했다고 믿고 있는 이즈음 대다수 시민들은 생(生)을 찬미하는 방향으로 돌아서고 있다.
그런데 우리는 각종 경전에서 생명을 존중하고 찬양하는 대목을 많이 찾아볼 수 있다. 성경은 ‘백세 아래 죽는 자는 저주받은 자’ ‘죽을 사람에게 죽은 사람을 치우게 하라’고 기록하여 사(死)를 경계하고 있고 도교의 불로장생관도 이와 유사한 대목이 있다. 미륵불교 또한 사람의 수명이 천살까지 늘어난다고 하였다. 그러므로 문화는 모름지기 영생의 문화여야 하는 것이, 영생보다 더한 가치는 이 세상에 존재하지 않는 까닭이다.
관광(觀光)에 관하여 떠오르는 노랫말이 있다. 기독교 합동찬송가책에 나오는 ‘성도들아 곧 깨어서’라는 노래의 가사다.
~ 성도들아 곧 깨어서 열심을 내어라 / 있는 용맹 다하여서 속속히 나오세 // 관광하는 모든 사람 구름같이 둘러 / 떼를 지어 에워싸고 바라보고 있네 // 볼지어다 이 영광의 이 빛난 광채를 / 이 세상에 비교할 것 온전히 없도다 ~
